Abstract

  This research had 3 objectives : 1) to study the management of students’ affairs in accordance with Buddhist Good Governance in schools under the Secondary Educational Service AreaOffice 42(NakhonSawan-Uthaithani),2) to compare the opinions of administrators and teachers towards the management of students’ affairs in accordance with Buddhist Good Governance of the educational personnel in the schools under the Secondary Educational Service Area Office 42 (NakhonSawan-Uthaithani)  classified according to the individual’s factors and 3) to suggest the guidelines of applying Buddhist Good Governance into the management of students’ affairs in schools under the Secondary Educational Service Area Office 42 (NakhonSawan-Uthaithani).

The population of this research was 33 schools’ administrators (Directors or Deputy Directors), 33 head teachers of students’ affairs and 285 counselors from 1,053 population of 58 schools under the Secondary Educational Service Area Office 42 (NakhonSawan-Uthaithani).The researcher fixed the amount of the counselors by using the accomplished table of Krejcie and Morgan. Therefore, 351 persons were the total amount of the population to be studied in this research.
The research was a quantitative research. Questionnaire was used as a research tool in order to collect the data. Data analysis of the group sampling appeared in the form of descriptive statistics. 
The results revealed that most of the persons who answered the questionnaires were 226 females which was 64.4%and 125 males of 34.6%.
On working experiences, it was found that 185 persons who answered the questionnaires which was 52.7% had their working experiences for more than 10 years which was the highest amount. The following group which was 94 persons of 26.8% had their working experiences below 5 years. And the last group consisting of 72 persons which was 20.5% had their working experiences ranging from 5-10 years.
On their status conditions, it appeared that most of the persons who answered the questionnaires were 285 counselors which was 81.2% while the schools’ administrators and head teachers of students’ affairs consisting of the same amount which were 33 persons figured it out as 9.4%.
The result on analyzing the opinions of the persons who answered the questionnaires towards the management of students’ affairs in accordance with Buddhist Good Governance of the personnel in the secondary schools, it disclosed that their opinions as a whole figure showed in the high level (¯x= 4.0). When considered on each items, it was found that their opinions appeared in the high level for all items.
The problems and obstacles found in the management of students’ affairs came from  thepersonnels could not fully use the regulations, the guidelines of the performances of different departments were not running in the same conditions which showed an unequality in working caused the lack of  coordination and reduced the operation’s steps of the colleagues. The operators neither showed their opinions in the meetings nor participated any performances, lack of participation in thinking, operating and making any decisions, including responsibilities which were the cause of uncontinuity in any operations, no meetings and consultations for any plans, lack of conscious minds in using any resources with well planning and did not realize of the results and the worthiness in the  usage of the  resources.
The guidelines of applying Buddhist Good Governance into the management of students’ affairs in schools were using the schools’ policies as the  main standard with the agreements from the meetings by managing every related departments to create participation in order to suggest ways to solve any problems fairly, submission of the production, exhibitions of the activities or jobs showed to the public continuously to the present time through the periodics reporting only the jobs of students’ affairs for some accurate and update information and could be inspected the working process transparently, including to build systematic organization by emphasizing on the community’s participation, creating the parents’ network to take care and provide any help for the students.
